Dublin council adopts an ethics code and merges two commissions

The Dublin City Council adopted a Code of Ethics and Conduct for elected and appointed officials at its regular meeting Tuesday, Sept. 15, and approved consolidating two of the city's commissions.

The consolidation folds the Human Services Commission and the Parks and Community Services Commission into one body. The council adopted the resolution approving it and introduced an ordinance repealing Chapter 2.14 of the Dublin Municipal Code, the chapter that created the Human Services Commission. An introduced ordinance is a first reading; it returns to the council for adoption before it takes effect.

The council also approved the first amendment to the employment agreement between the city and Colleen Tribby, who serves as city manager. The city's summary of the meeting does not state what the amendment changes.

Two other items moved. The council introduced an ordinance amending Section 2.24.020 of the municipal code, which is the city's conflict of interest code, and adopted a resolution approving the annual review of the statement of investment policy and the delegation of authority to complete investment transactions.

On the routine side, the council approved the minutes of the Sept. 1 regular meeting and received the report listing city payments issued from Aug. 1 through Aug. 31.

The meeting opened with a presentation of the Hunger Action Month proclamation.
